China Union Pay в Украине: как, зачем и какую долю рынка может занять?

В начале июля все СМИ написали о намерении одной из крупнейших международных платежных систем - China Union Pay - выйти на украинский рынок в 2019 году. Партнером китайской ПС ожидаемо станет ПриватБанк, а намерения с обеих сторон были документально подтверждены на презентации. Вроде бы ничего необычного - кроме практически отсутствующего внимания СМИ к такому событию в русле вменяемой аналитики. Почему Union Pay заходят в Украину именно сейчас? Что они вообще будут делать? Какие шансы на конкуренцию с Mastercard и Visa? Постараюсь ответить на это в Q&A-формате. 

Что такое China Union Pay и в чем ее «фишка»?

Первое и самое главное определение - это международная платежная система. Как Mastercard или Visa, только родом из Китая. Как и названные ПС, она производит эмиссию платежных карт банками той или иной страны с логотипом Union Pay. Как и остальные, она зарабатывает на количестве транзакций. 

Основное отличие China Union Pay кроется в первом слове названия. Как и все международные компании из КНР, платежная система в буквальном смысле «одобрена партией» (ее создали по директиве Государственного совета и Народного банка КНР), а также имеет на родине статус монополиста, активно захватывая лидерские позиции в Азии. Немного цифр: количество платежных карт пересекло отметку 6 млрд., а оборот составляет 9 трлн юаней (около $1,3 трлн). 

Что China Union Pay планирует делать в Украине?

Для начала - зарегистрироваться в НБУ как платежная система. На это уйдет несколько месяцев. Параллельно с этим они будут готовить инфраструктуру для запуска с Приватбанком. Первое и самое главное направление - экварийнг карт и снятие наличных в банкоматах. Китайские компании предпочитают работать с государственными монополистами и/или абсолютными лидерами рынка в конкретных странах - так привычнее для их менеджмента и позволяет получить решение «под ключ». 

Это уже третья их попытка попасть в Украину. Первая была в 2006 году, и тоже с «Приватом». Оказалось, надо было получить лицензию от НБУ, что представителей КНР сильно удивило. Попробовать второй раз они решили в 2013 году, в начале 2014-го Нацбанк дал разрешение. Однако с началом глубокого кризиса и войны идею свернули. Теперь, думаю, все точно. 

После запуска клиенты с картами Union Pay смогут платить в 149 000 POS-терминалах «Привата» (а это почти 60% общего количества таковых в Украине) и снимать наличные в любом из около 7 000 банкоматов (это, в свою очередь, около 40% от всех украинских банкоматов). 

Говорить о выпуске карт пока рано, но если платежная система закрепится в Украине, то не исключено. Другой вопрос - какие преимущества будут у таких карт и будут ли они вообще. Об этом чуть ниже. 

Зачем China Union Pay заходит в Украину?

Причин у этого несколько. Во-первых - плановое расширение географии. Украина будет уже 170-й страной, куда зайдет МПС. Это часть плана по охвату европейских стран (параллельно с нами готовится запуск в Польше).

Во-вторых - растущий товарооборот между нашими странами. На данный момент он составляет $7,4 млрд. Китай - второй по значимости торговый партнер Украины, сотрудничество с которым растет с каждым годом. Ясное дело, с ростом объемов для бизнеса двух стран выгодно иметь взаимно интегрированную систему взаиморасчетов. Государства обеспечат условия, а количество транзакций вырастет.

В-третьих - растущий туризм. China Union Pay начала работать за пределами КНР в 2004 году - всего через 2 года после создания. Одной из важных целей такой широкой географии является обеспечение граждан Поднебесной возможностью тратить средства за границей без проблем. В случае Украины - это 30 тысяч человек за прошлый год. Не так много, но и не мелочь. 

Какую долю рынка займет China Union Pay в Украине?

Смотря где. Платежная система явно будет выгодна для взаиморасчетов бизнеса, это правда. И да, интуристы получат больше возможностей. Но не стоит забывать об уже работающих на рынке международных платежных системах. Доминирующее положение Mastercard в Украине неоспоримо: они активно работают со всеми банками, внедряют свои платежные решения и годами отстраивают лояльные отношения с клиентами. Visa также сильна, особенно в корпоративном секторе. 5-7% Union Pay  может и возьмет, но на большее рассчитывать им сложно.

China Union Pay in Ukraine: what’s the role for the market?

In the beginning of July, the media mentioned about the intention of one of the largest international payment systems - China Union Pay - to enter the Ukrainian market in 2019. The partner of the Chinese PS is expected to be Privatbank, and the intention was confirmed by both sides in the presentation. It seems to be nothing unusual - except for the absence of the media attention to such an event in the mainstream of analyze. The question is why does Union Pay enter Ukrainian market right now? What will they do? What are the chances of competition with Mastercard and Visa? I will try to answer this in Q & A format.

What is China Union Pay and what is so special about it?

The first and the most important thing, it is an international payment system. Same as Mastercard or Visa, but from China, it issues the payment cards by banks of different countries with the Union Pay logo. Like the rest, the profit comes and depends on the number of transactions.

The main difference between China Union Pay lies in the first word of the title. Like all international companies from China, the payment system is literally "approved by the party" (it was created under the directive of the State Council and the People’s Bank of China), and also has the status of a monopolist in the homeland, actively seizing the leading positions in Asia. A few figures: the number of payment cards crossed the mark of 6 billion, and the turnover exceeds 9 trillion yuan (about $1.3 trillion).

What is a plan of China Union Pay in Ukraine? 

For the beginning, to register with the NBU as a payment system. This will take several months. At the same time to prepare the infrastructure for launching with Privatbank. The first and the most important direction is card acquiring and cash withdrawal from ATMs. Chinese companies prefer to work with state monopolists and/or absolute market leaders in specific countries - it is more common for their management and allows getting “all in one” solution.

This is their third attempt to get to Ukraine. The first one was in 2006 and also with Privatbank. It turned out that it was necessary to obtain a license from the NBU, what was very surprising for the representatives from China. So they had another attempt in 2013 and at the beginning of 2014 the National Bank gave the permission. However, with the onset of a deep crisis and war, the idea was abandoned. Now, I think, everything is for sure.

Once launched, the customers with Union Pay cards will be able to pay in 149 000 POS-terminals of Privatbank (which is almost 60% of the total number of such in Ukraine) and withdraw cash from any of about 7,000 ATMs (what is about 40% from all Ukrainian ATMs).

It is too early to talk about the issue of cards, but if the payment system is fixed in Ukraine, it is possible. Another question is what the advantages of such cards are and whether they will exist at all. 

What is the reason for China Union Pay to enter Ukraine? 

There are a couple of reasons for this. First of all, is to expand geographically. Ukraine will be the 170th country, where the payment system will enter. This is a part of the plan to cover European countries (they are planning to enter Poland as well).

Secondly, the growing trade turnover between our countries. At the moment it is $7.4 billion. China is the second most important trade partner of Ukraine, and the cooperation grows every year. Clearly, for the business of both countries, it is beneficial to have a mutually integrated system of settlements. 

And the third reason is a growing tourism. China Union Pay started operating outside the China in 2004 - just 2 years after its creation. One of the important goals of such a broad geography is to provide citizens with the opportunity to spend money abroad without problems. In the case of Ukraine we’re talking about 30 thousand people over the past year. Not that much, but still. 

What will be the market share of China Union Pay in Ukraine? 

It depends where. The payment system will clearly be beneficial for mutual settlements of business. And the foreign tourists will get more opportunities as well. But we should not forget about the international payment systems that are already on the market. The dominant position of Mastercard in Ukraine is undeniable: an active cooperation with all the banks, implementation of payment solutions and years of loyal relationships with customers. Visa is also strong, especially in the corporate sector. 5-7% Union Pay can and will take, but it's hard for them to rely on more.
